ОRGANIZATIONAL MECHANISMS OF EDUCATIONAL ESTABLISHMENT MANAGEMENT: METHODOLOGY AND THEORETICAL BASES

Abstract

The article reveals the scientific discourse of modern methodologies of organizational mechanism of management in the education area; definition, essence and features of methodologies based on the analysis of the scientists’ works from different areas of scientific knowledge. The solution of a scientific problem for construction, modernisation and introduction of the system of scientifically reasonable and effective organizational mechanisms of secondary educational establishment management is presented; the results of the fundamental research «Theory and Technologies of the Implementation of Organizational Mechanisms of Educational Establishment Management» conducted by the team of the Educational Establishments Management Laboratory of the Institute of Pedagogy of the NAES of Ukraine (2012–2014) are provided. Management is regarded to be the specific sphere of administrative activity, information management and practice of educational management in the information society. From the point of view of systemology and methodology of system analysis, the essence and specificity of the phenomenon of management of a general educational institution and its concepts are revealed; organizational mechanisms of state and public administration of general educational institutions in the conditions of modernization changes; the general laws of management of educational institutions on the basis of democratic and systemic and cybernetic principles, the tendencies of development of state and public administration in the education area under the modern conditions are theoretically substantiated; practical discourse of state and public administration of educational institutions is presented in binary relation with management mechanisms and organizational mechanism as their kind. Methodological and theoretical bases of organizational mechanism of management are exposed for the first time as a scientific phenomenon and as a research object in the theory and the methodology of educational management. Nucleus of the theory of mechanism of educational management is given through disclosing of essence and peculiarities of the category-concept field – mechanism and its social context, management mechanism, organizational mechanism of management, information provision for organizational mechanism of management, information management of education, information generators, information processes, informative and administrative activity of a leader. Interconnection of the binary system «management mechanism – management» is analysed, and its influence on efficiency of management process is found out.
