Abstract

The article presents and proves the author’s theoretical model for prediction of general secondary education development. The author proves the opinion that educational and pedagogical prediction of the development of general secondary education can be considered as a powerful tool, and the mentioned theoretical model - as an instrument for optimizing the reform of the domestic system of general secondary education. The component composition of the theoretical model for prediction of general secondary education development is determined and substantiated, which includes six main components, namely: administrative, informational, procedural-activity, methodical, resourceful, and effective. The hierarchy of subjects of management of general secondary education, which will carry out prediction of its development, is distinguished and characterized. The objects of prediction of general secondary education development, which are coordinated with its subjects, are selected and substantiated. The cyclic algorithm for prediction of the development of general secondary education (procedural-active component of the model), which covers ten consecutive stages of prediction of the development of general secondary education, is presented: preparatory-programmatic, analytical-diagnostic, prediction background, basic model, search prediction, normative prediction, verification, discussion, effective, corrective, which includes ten consecutive stages: preparatory-programmatic, analytical-diagnostic, prediction background, base model, search prediction, normative prediction, verification, discussion, effective, corrective. The functions of the theoretical model for prediction of general secondary education development, namely: epistemological, methodological, methodical, informational, educational, organizational, coordinating, are determined and proved. The prospects for further research of the problems of prediction of general secondary education development presented in the article are related, in the author`s opinion, to the experimental testing of the developed theoretical model and its implementation into the system of general secondary education.
