Abstract

The article substantiates the relevance of revising the format and technology of conducting the state final certification of applicants for basic education in Ukraine. A number of different circumstances (political, social, psychophysiological, technological, etc.) that highlight the lack of effectiveness of the current model of conducting the state final certification of high school graduates in Ukraine and explain the reasons for the need to change it are identified and justified. The tendency of European countries to refuse to conduct final examinations in schools and to introduce national assessment procedures and examinations, which are conducted by specially created agencies (centers), are noted. The differences in the understanding by different categories of participants in the educational process of the purpose and feasibility of conducting the state final certification of applicants for basic education as the basis for choosing a specific model and technology for its implementation are analyzed. The organizational and methodological aspects of the implementation of external independent assessment as a technology for the implementation of the final assessment of graduates of basic schools are disclosed. A list of principles for assessing graduates of basic schools is proposed: objectivity of measurement; validity of all procedures, tools and methods; humanistic orientation; obligations; multi-criteria; taking into account psychophysiological features; comparability of measurement results.
The logical relationship and the need for a consistent determination of the purpose, general aim, status of the final state certification, the essence of the subject of assessment, principles for evaluating the results of final tests and their use in determining the future fate of graduates are substantiated. Particular attention is paid to considering the impact of the results of final state certification on the decision to determine the further educational path of those graduates who will receive low results on final certification.
