Abstract

The legislative and conceptual provisions of regulatory documents in the sphere of education of the 1990s are analysed in the article; they define the concept “standards of education” and regulate the mechanisms of their designing. The researchers’ developments concerning the theoretical bases of primary education standardisation of the mentioned period are also enlightened. It is ascertained that the first researches on education standardisation, in particular the development of standards for primary education, appeared in the 1990s. The theoretical bases of education standards development are grounded in the works of Ukrainian researchers; it is proved that the standards are an effective mechanism for updating the content of education and aligning it with the modern needs of an individual or society, as well as one of the most effective tools for achieving the high quality of education. The researcher’s works on education standardisation laid the bases for systematic studying the content of primary education, theoretical and methodological aspects of development and implementation of state standards for primary education.
According to the results of the study it is determined that among the main theoretical principles concerning the primary education standardisation, which were reflected in the works of the leading researchers of the 1990s and are the basis of the first state standards for primary education, are: humanisation, variability and differentiation, integrativity, education content relevance to pupils’ age and level of training, fundamentality, system-based and flexibility, stabilizing and organisational function of a standard, quality control function; the standards also should preserve the unity of Ukrainian education area and its consistency with the European Education Area. So the new requirements, which arose before the general secondary education system and its primary link with Ukraine’s independence, were gradually implemented in the process of formation and introduction of state education standards; they had to ensure the stimulation, development and prospects for obtaining a qualitatively new school graduate.
