Abstract
The article is devoted to a comparative analysis of conceptual approaches, content and structure of foreign and domestic standards of professional activity of the secondary school principals. The thesis is substantiated that the professional standard of a school leader is a unique means of guaranteeing the proclaimed of education quality and an important tool in the mechanism for managing the quality of education. It was found that the key points on which the variety of these standards and the features of their use are based are: the purpose and scope of application, content and status of the standard. Attention is focused on the fact that the professional standards of a manager have different statuses and can be used for different purposes, in particular to solve administrative problems (definition of job functions, formation of appropriate job descriptions and the content of an employment agreement); determining the range of professional competencies in the formation of targeted educational programs for training future managers; conducting professional selection; assessing the results of professional activities; certification, licensing and certification of school principals. It has been proven that the fundamental principle underlying modern foreign approaches to the development of meaningful lines of performance standards for a school principal is leadership. Similar and distinctive features of domestic and foreign approaches to the construction of professional standards for high school principals have been identified and characterized.
