Abstract
Abstract. The article theoretically substantiates the educational potential of Plast in developing the civic values of adolescent young people (aged 11–18) in the context of Russia’s full-scale war against Ukraine, social mobilization, and European integration. The study is based on systemic, axiological, activity-based, and environmental approaches. Analysis, comparison, systematization, theoretical generalization, and thematic analysis of scholarly publications, Ukrainian regulations, and Plast program and methodological documents were applied. Civic values are defined as an internally accepted system of socially significant orientations that regulates a person’s attitudes towards other people, the community, the state, and the nation and is manifested in responsible civic participation. Four interconnected groups are distinguished: humanistic-democratic, civic-political, national-state-oriented, and community-social values. Their structure includes cognitive-meaning, value-motivational, activity-behavioral, and reflective-agential components. Plast is characterized as a value-based educational environment in which voluntary participation, the Promise and Law, the patrol system, learning by doing, self-government, mentoring, camping, and community service support progressive self-education. Based on the theoretical analysis, five interconnected mechanisms are proposed: value-normative self-determination; activity-based acquisition and responsible participation; social service; mentoring mediation; and reflective consolidation of experience. The article outlines opportunities to use Plast experience in formal education through meaningful self-government, small-group cooperation, socially useful projects, mentoring, and structured reflection. Such adaptation requires genuine youth agency, real responsibility, safety, inclusion, continuity, and partnership with adults. The proposed systematization is theoretical and requires empirical testing with participants in Plast programs.
